The concept for the program came into being in the fall of 1996. Bill and Gail Roddy had spent 1 1/2 years working on a volunteer basis with the youth of the Hennepin County Home School, a juvenile residential facility in Minnetonka, Minnesota. Bill became aware of and concerned about the high rate of recidivism among the youth and the lack of after care support during their transition back into the community.
